What if I bought a phone icloud locked

I purchased a phone and my last I phone was an iPhone 4S I dont know about activation lock. What can I do?

If you bought it from Apple, an authorized reseller, or a wireless carrier, supply Apple with its purchase receipt. Otherwise, ask the seller to remove the lock or give you a refund.
