Apple Purchases

My little brother made a purchase on a game for $100 and I didn’t notice until almost the next day. I contacted the gaming community and they said they couldn’t give me the refund but they did take back the in game items and said to contact you for further assistance. The game is World if Tanks Blitz MMO. The bundle was called Military Budget. Below is a screenshot of the conversation with the company. If I could ask you to assist me in getting this refund I would greatly appreciate it.
