Well that’s funny on my side it says 13.2.3 so don’t know what you mean. If that’s the case then why would Apple tell me to update update if’s there is no update? Very strange I would have to say. By u all.

This is not possible at this time.
Well that’s stupid I pay for unlimited data on it and I can’t use it.
Nobody is stopping you from using your cellular data. Surf the web, watch videos all you want.
Apple has never allowed updates over cellular. Not in the 13 years iOS has been available.
Your bio writes iPad 2, with iOS 9. If that’s the case, it is the highest iOS it will go. All bent out of shape for nothing.
