I want to update my IOS to 11 but it is 10.34 and they are saying it's up to date. So how can I update to IOS 11

You cannot. The iPhone 5 is too old (over 7 years) and it simply doesn't have the necessary hardware in order to run iOS 11, 12 or the latest iOS 13.2.
Please buy a newer iPhone model, yours is obsolete.
Because Snapchat has updated their app recently it seems, and they set the minimum requirement to iOS 11, which isn't supported by the iPhone 5 anymore. You would need to ask Snapchat, Snapchat isn't an Apple product.

Because SnapChat has set the minimum requirement at an iPhone 5S.
