Save to books, goes to iCloud. Instead of Books on iPad. So can’t read it offline.

Now save to books
pdf is on iPad, not in cloud, so you can read offline

How to save a pdf on iPad, instead of iCloud. In safari, save pdf to books, goes to iCloud, not to books in iPad. So the pdf is out of reach, in stand alone status.
