What can I do if my iPhone has been on “update request” for while?

iOS 13.1.3 is no longer current, so you may need to delete that update file by going to Settings - iPhone Storage - look for an update file here, then delete. After deleting, check for an update. To do an , you will need a WiFi signal, and a charged battery.
