Yes. Open Recently Deleted, tap Select, then you can tap Restore All

Only if you have a backup of the device before you deleted the photos, and you are not using iCloud Photos. You will need to restore the device to that backup.
If you never backed up these photo/images and you deleted this images from the Recently Deleted folder, then these i ages are gone forever.
No longer any way to retrieve them.
