iPhone 7 is cycling just has a circular thinking- continuously. Cannot reboot or access phone.

So in fiddling around I was able to reboot. For previous phones seems the suggestion is tap up volume then tap down volume and then hold power button down. Now it seems - hold all 3 down and it reboots. This still doesnt explain why the phone goes into this cycle phase.
