I took photos on my new phone playing around with the camera before setting it up or signing into the cloud, then I restored a previous backup from my old phone. Is there any way to recover those photos taken on the new phone prior to restore?

If they are not in iCloud Photos they are gone.
If you had uploaded them to any Cloud Drives (iCloud Drive, Google Drive, OneDrive, DropBox, Flickr, box, AmazonDrive etc) you can could have it else sorry, t is gone.
