I need a mobile device that I can manage by business, notes, to-do’s & calendar with ability to interface with outlook. My iPone XR is too small. Pencil is essential. Is the iPad Pro the solution and what are best apps?

You can get a 7th generation iPad or an iPad Pro. The 7th gen iPad uses the first gen pencil. The iPad Pros use the second gen.
What apps are best is a personal question. There are hundreds, likely thousands, of apps that do what you're asking.

The most cost effective option with 1st gen Apple Pencil support is the 2019, 7th gen, 10.2 inch screen iPad.
It runs the same iPadOS as every other newer iPad and will run all the types of apps you are looking to run on an iPad at a much lower cost than an iPad Pro.
Performance will be no issue.
