I have just up graded my phone software to iOS 13. It will not download the software to enable voice control. It says “Unable to turn on voice control. Failed to download Necessary files”. Any suggestions?

I have tried to google the issue everywhere but didn’t get any resolve. Finally I have fixed it on my own.
Turn off Automatic Update
Turn on Background App Refresh
now try with voice control to switch on. Give it 5-6 min( you will not going to see the error message poping up this time) and it will complete its installation!!
hello Shichimi, thanks for answering; At the voice control settings button, after I turn the button "on" there is a pause and then the "unable to turn on Voice control" message appears.
Same here. No voodoo helps. Additional files do not download.
Weird. Voice control worked for me in January February time this year and I'm in the UK... So its either a recent update or something else because it's worked in the UK for me before...
What happens when you tap on "Settings"? You should be taken directly to the Voice Control setting, which, if you are lucky, is turned off and is waiting for you to turn it on.
Thankyou. Yes I too discovered that the low power mode might have been the problem.
I tried turning off automatic updates,turning on Background app refresh and low power mode off still the same pops up😞
Same for me, switching automatic updates off and background app refresh on didn’t work, as previous post, no voodoo is making it work.
I had to free up storage space on my device to fix it.
Unable to turn on voice control. Unable to download necessary files. Any suggestion?
