In the FInder From your Application/Utilities/ScreenShot.app
grab a hold of the app and drag and drop onto the Dock.
Alternatively command 5 opens the screenshot without issue.

Click on your Desktop to get the Finder's attention. Press shift+command+U keys to bring up the Utilities folder. Drag and drop the Screenshot application onto your Dock.
Just drag it down to the Dock on the left hand side of the divider.

I am using Catalina and do not see the Screenshot app. I can get to it by using spotlight, and a Shift-Command-5, but cannot move the icon. Is this another "attribute" of Catalina. jn
You should be able to find the Screenshots.app in your Utility Folder?
