I have realised suddenly that all my old iphone6s backed up photos are missing from both iCloud and iPhone11. I have factory reset my iphone6s and gave it away, last month i was able to view all the photos and this month it is nowhere to be found. I was able to view my6s photos on my iPhone11 before. Help.

If the 6 was still syncing photos to iCloud when you deleted the photo from the 6, that would delete the photo from iCloud, and then the 11.
Photos deleted from iCloud are retained for approximately 30 days. Depending on when you deleted the photos from the 6, check the Photos app on the 11 and at iCloud.com/Photos using a computer browser for a Recently Deleted album to see if the photos are there.

If you were backing up photos to iCloud when using the 6, the photos wouldn't be included in a backup. Are you signed into iCloud on the iPhone 11 using the same Apple ID that you used for iCloud on the iPhone 6?
Please let me know if my theory is correct, when I ensure that i had the same image on iphone11 from 6s, it saved it to iCloud (didn’t realise of the standard settings) and after that I went on to delete all images on 6s, it went on to delete the same picture i saved on 11. The default settings is optimise to icloud.

Using a test/disposable image, you should check this again.
The prompt does refer to the iCloud Photo Library on all devices. That means "removed from all devices"
Yes, i use only 1 id. I wonder why before i can see it on my iphone11. Now only photos taken using the iphone11 are visible.
Thank you Eric, it’s gone. I thought when I deleted an image, it deleted it from the device only. It doesn’t say it will be removed from all devices 😔.
I will do this to verify, now to find a way if can somehow get the old backup restored on other devices.

Remember, if you are seeing your photos synced using iCloud, they are NOT ALSO in a backup. It's one or the other, not both.
