Hi, since formatting my MacBook pro (2015) I have difficulties syncing photos and notes from iCloud to my mac. After taking pictures by my iPhone, the photo sync well from my iPhone to iCloud, but not from iCloud to my mac. Also, Notes won't sync. I will appreciate help on this. Thank you

Mac sure the Mac is signed into System Preferences/iCloud (Apple ID for Catalina) using the same Apple ID.
Try going to System Preferences/iCloud (Apple ID for Catalina) and stop Photos and Notes syncing by unchecking the box. Wait a couple of minutes, then check syncing. Allow time for the sync to complete.
Last resort - have you tried signing out of iCloud and then sign back in?

I did so and got this message - not sure what to do next:
1 referenced file in your library will not upload to iCloud Photos.
In the Photos app, select referenced file in your library and choose “Consolidate…” from the File menu to copy the original files into the library.

When you saw the message 1 referenced file in your library will not upload to iCloud Photos., did it give you any indication of what file won't be uploaded? If it did, can you open the Photos application and find that file?
