6th Generation iPad will not update

For the past couple of months, as I attempt to update my iPad to OS 13.1.2, it will constantly scroll, showing "Update Requested" and will never actually download. I will charge it overnight and try to complete the update and it continues to request the update. Is anyone else experiencing this?
