how do I change my security questions if my phone is broken and I cant get the verify code to rest them?

Unable to change security questions due to unavailable device I want to login into my apple id, but I cannot do so as it asks me to answer the security questions, but I am not aware of the answers of it. When I want to reset, it asks me the verification code sent on an iPhone, which I do not use/own anymore. Is there any way to fix this?

How to reset security questions I'm trying to help my husband with his iPhone. He'd forgotten both his password and security questions. When I try to reset the security question, I get an error message that there isn't enough information. the FAC says something like "If you don't get any options to verify your identity, you can't reset your security questions at this time."
