Unable to change security questions due to unavailable device

I want to login into my apple id, but I cannot do so as it asks me to answer the security questions, but I am not aware of the answers of it. When I want to reset, it asks me the verification code sent on an iPhone, which I do not use/own anymore. Is there any way to fix this?

There's some inconsistency here since if you need a verification code sent to another device you should not need to reset security questions.
