Apple is sending verification code to a phone that I don't have

I wanted to buy an iPhone But it's been years since I've used my apple account and I've forgot my security questions, every time I've try to reset my security questions, it would send the verification code to an iPhone that I don't own. Is there any other that I can reset my security questions or get my verification code through E-mail??
