Hi hoffvp,
Thanks for using Apple Support Communities! I see you're having an issue with installing Catalina, due to an error, and I'd like to help out.
For this message that you shared, you'll want to disable any security software that you have installed on your Mac. Then attempt to install Catalina again.
How to upgrade to macOS Catalina
If you're still receiving the error after disabling the security software, you can uninstall it. Or try safe mode, which disables items which start up with your Mac. Use safe mode to isolate issues with your Mac
Keep in mind, with safe mode, your Mac may take longer to boot up and the display may have lines and flashing. This is expected, and will go back to normal after the install and you start up as usual.
If your Mac is a supervised device, from your work or school, try safe mode also. If you still can't install Catalina, talk to your IT department or administrator.
Take care!
