some songs won't download from Apple Music on only one device

I have a playlist that will not download 5 songs to my new iPhone 11 Max Pro, they download to my iPhone 8 as well as my iPad, iMac and a windows computer, but not the new phone. All songs on all other playlists download across all devices.

I have turned off and on "Sync Library", signed out and back into iCloud, and removed and reinstalled the Apple Music app. I have done each of these thing twice with and without restarting my phone, all to no avail!

If this can't be fixed I will cancel my Apple Music subscription.
