Wallet&Apple Pay is missing in watch app on iphone

I wanted to set up apple pay on my watch. After successfully adding the card on my iphone my watch is asking me now to verify my card within the watch app on my iphone. But unfortunately that setting option is completely missing. I'm stuck.

Is that a common issue?

Both devices (iphone xs & watch3) are up to date; location is germany;
