How do I get my IpadAir 3 to send an SMS while connected to WiFi? I have the previous Ipad Pro and never had an issue with it. I went to message settings on both Ipads and they both appear the same. On my iphone, message settings, text message forwarding is toggeled on for my new Ipad air as well. please help!

Please verify that Messages is enabled on both your iPhone and iPad in Settings > Tap your account > iCloud.
Please verify that iMessage is enabled on your iPhone and iPad in Settings > Messages.
Please verify that Text Message forwarding is enabled on your iPhone in Settings > Messages.
I verified all of that is correct, I message on iCloud was off. Toggled it on and it is still not working
