Got a new iPad and when people send me a text, it only shows up on my iPhone. I can send a response from my iPad, but when they response back, it only goes to my iPhone.

Please verify that Messages is enabled on both your iPhone and iPad in Settings > Tap your account > iCloud.
Please verify that iMessage is enabled on your iPhone and iPad in Settings > Messages.

It probably has to do with the way that you have the iPad configured. Are these SMS or iMessages? Have you checked the Settings for Messages on the iPhone and the iPad? See this for continuity setup. That is correct. I never said there was. To receive SMS on the iPad, you need to have Text Message Forwarding turned on in the iPhone. That is explained in the link I provided you. That is why I suggested that you check all your settings using that document.
Okay, if the switch was turned on, is your iPad selected as one of the devices to forward the texts to?
And I think the messages that don’t come thru on my iPad are people who do not have iPhones, but this was never an issue on my old iPad. Just can’t figure out why this iPad is not doing it. Have compared all the setting on both to make sure they are the same and they are.
Have already done both of those and still not fixed the issue. This was one of the first things that I tried.
