iPhone XS Max having trouble texting android

My iPhone XS max will not send or receive messages from an android device. I received a message from 9230 saying the recipient I am texting is on my blocklist. However I don’t have a blocklist. Know I need to find out how to make my iPhone text and android phone?

Contact your cellular carrier.
