"payment method on this account cannot be verified" loop message when setting up child apple ID

trying to creation Apple ID for a child, and can't get past the step of verifying payment info.

Paypal was default, but received a "payment method on this account can't be verified".

I then entered a new CC # and info, received an email that my Apple ID info had been updated.

Tried the process again, but again received the same message that the payment can't be verified.

I went into the app store and made sure the new credit card was in there, and it was, so tried verifying payment again and got the same message again.

Clarification question - since this is Family Sharing, are you using the organizer's credit card? Under Family Sharing, the organizer pays for all purchases.
