download Cyrillic encoding issue

hello, I am downloading attachment from the internet.

during the download process the file name is correct, however right after the download is finished the file name is all wrong encoding. the file I am downloading is a folder with audio files in batch, each file in the folder is also gibberish.

it appears the safari renders the file names wright but the Mac OS saves it wrong or can not encode it.

is there a solution ?? having to encode and rename all the files can be a hassle.

after copying pasting the gibberish file name trough decoder it shows unscramble name, the result showing is using these two codings

(MacCyrillic -> CP866).

Just to be sure that the issue is on Finder's side: have you tried downloading the same files with a different browser? Do you get the same encoding error?

If you execute the following terminal command on one of the affected files, what encoding response do you get?

file -I [filename]

Where [filename] is one of your files.

Here – Catalina 10.15.1, Safari 13.0.3 – the downloaded files are saved correctly.

View -> Text Encoding -> is set to Default in Safari.

hi, thank u for your suggestion. as you might understand the problem is absolutely not within safari (12.1.2 (14607.3.9)). the safari does all the job right (it reads and displays all the Cyrillic correctly on the page (everything on the page is Unicode), correctly on the download bar as well! but the saved files are then saved with gibberish encoding ( it saves it to MacCirillic) thus ruining all the text. the text in the zip folder is all wrong encoding . this tells me that my issue is not hidden in safari - it has to do something with the OS language feature itself.

again here is the screen showing correct rendition of Cyrillic by safari and gibberish of the file once the download process is finished.
