I am unable to send text messages with the new iphone 11. I have restarted the iphone 3 times and still unable to send text messages. What can be done to resolve the issue?

I'm guessing that you are not seeing iMessage activated, are you? If not, then turn iMessage off again, then power cycle the iPhone (off/on) and go back in and turn iMessage back on. It should activate with you phone number.
Okay, so after turning the phone back on again, and then turning iMessage back on, it activated right away, but does not show a check for the phone number? If so, try this, Add or remove your phone number in Messages or FaceTime - Apple Support
Are you referring to actual SMS messages, or iMessage? What error do you see? If you go to Settings>Messages>iMessage, does it show it is activated.
This is after you added your number as outlined in the support document? If that is the case, I suggest you make contact with Apple Support. They will have to assist with these activation issues.
iMessage. iMessage is referring to my email address and not the mobile number, which is grey out. I need the iMessage to reflect the mobile number and not the email address. How do I get this resolved?
iMessage is activated and Send & Received is reflecting my email address, which is the problem. How do I get the Send & Received to reflect my mobile number, which is grey out? It should not be this hard.
I have turned the iMessage off, turned the iphone off for 5-10 minutes, then turn on the iMessage and still the Send & Receive reflects my email address. I will take the iphone to the Apple Store to get this resolved. Thanks!

As I said earlier. You need to turn iMessage off, turn the iPhone off/on, then turn iMessage back on and wait for the activation to complete. It should get the phone number from your SIM and activate it correctly.
