Overcharged

I have been charged twice for one in app purchase tonight and a week ago I was charged and did not receive the purchase

iPhone X, iOS 13

If both charges show as paid on the iTunes account's purchase history contact iTunes Support. For the item not received, if it shows as paid on the account's purchase history, contact the app's developer, and if they can't or won't help contact iTunes Support
