Can people without iPhones(Android/Google users) download and view apps created through Apple Developer Program? If not, how is it possible to create an app for a company that has employees with/without iPhones?
Hire a developer to create the App for both platforms.
Changing an app on the fly would require you have coding and development knowledge in house to alter the app. If you are developing the App for iOS then you can change it.
But you would need to someone there too alter the Android app like you are altering the iOS app.
If you are developing an iPhone App, then Android devices cannot run it.
You will need to develop an equivalent Android app for them using Android development tools.
Apps for iPhones, simply will not work on Android.
You can download Xcode on a Mac and develop apps for iPhones even if you don't actually have an iPhone. An actual iPhone hardware is not required to develop apps.
Xcode offers a vrtual iPhone (Simulator) to test your apps on.
However it would be best to get a test iPhone at the very least.

I have an iPhone, my problem is that not all the people who I want to have access to the app do.
I am trying to build an app for my business but not every one has an iPhone.
I just want to make sure, before I get too far into the process, that my employees will have access.
We (my company) use to use Atlantic Mobile Apps but they're no longer in business.
Do you have a recommendation on the best way to create an app for all phone users?
Also, I would like to have an app that allows direct changes. With Atlantic Mobile Apps, we were forced to send them what we wanted changed and then wait 2-3 days.
