Androids users access to Apple Developer Apps

Can people without iPhones(Android/Google users) download and view apps created through Apple Developer Program? If not, how is it possible to create an app for a company that has employees with/without iPhones?

You can download Xcode on a Mac and develop apps for iPhones even if you don't actually have an iPhone. An actual iPhone hardware is not required to develop apps.


Xcode offers a vrtual iPhone (Simulator) to test your apps on.

However it would be best to get a test iPhone at the very least.
