After Apple split the iTunes and make Music standalone application, So there's a problem with Media Buttons (F7, F8, F9) on the Magic keyboard with Numpad.
They do not perform their functions in the new application. At the same time, they work properly in Safari, for example.
Rebooting and breaking the pair didn't help.

Thank you for posting in the Apple Support Communities. I understand that since updating to macOS Catalina, the Fn keys that control media playback aren't working as expected with the Music app. I'm happy to help!
I see you've done a few troubleshooting steps already on your own, which is great. Since restarting and resetting the function keys hasn't helped get Music responding to them, I'd recommend trying the following steps, in order, testing between each:
