Does Facebook only allow 720p now? The settings and export settings are below. I've done a ton of research everywhere but I can't get an answer. I know that these are the recommended settings for a Facebook upload, but why does it only pay in 720p? I have tried uploading from phone via Air Drop and from Mac.

Playback on Facebook is entirely dependent on the receiving device and the network traffic. As YT Facebook will send a file appropriate for the system.
Sorry to be so blunt, but I hardly think it is worth worrying about this.
If you are posting on Facebook, you should not be overly concerned about movie quality.
99% of your viewer will be on mobile devices. The others will likely see your video in a tiny window on a facebook page. Probably nobody other than you will notice if the video is at 720p or 1080p or 480p.
