too many apple id's on one payment method

I am trying to set up a new apple id for one of my kids. however, i am not allowed to add my payment method to the new apple id because "too many apple ids already associated with the payment method" any ideas on how to fix? thanks

Have you set up Family Sharing? Family Sharing is limited to 6 people/Apple IDs per family. If this is a seventh member, you can't add them. The workaround is to have two people sharing an Apple ID.

If that isn't the problem, more information would help.
