my old ipad is so out of date and I can not update itune information on my desktop to newer version should I install itune on lap top so I can set up the newer ipad

Thank you for elaborating. iPadOS 13 requires the latest version of iTunes for Windows or macOS 10.15 Catalina. If your computer does not support the latest version of iTunes Windows or macOS 10.15 Catalina then you cannot synchronize your iPad with your computer.

How is an iPad (7th generation) "so out of date"? What type of iTunes information are you trying to update? What type of computer do you have?
