Offline dictation no longer working in iOS 13 on ipads

If you go to Settings>General>Keyboard, do you see the information under Enable Dictation that it can use Dictation for English when not connected to Internet? I turned my iPad Pro 11 to Airplane mode, and was just able to dictate a long text message.

I have to agree with the original poster. Offline dictation does NOT work on the iPad running 13.3. I have an iPad Pro 11 and I’m having the exact same issue. Dictation is turned on, but it will not work without an internet connection.

Since the OP never responded, what are you trying to dictate, and what app are you trying to dictate in? This will allow me to try and test what you are doing. I sent a long text, as you can see, when the OP first posted, but I would like to test your problem and see if I can duplicate it. I have an iPad Pro 11 and it is on iOS 13.3.

I’ve tried to dictate in Word, OneNote, Apple’s Notes and Pages. If I’m in the app with WiFi on, it works. If I turn off WiFi or enter airplane mode while still in the app, it works. If I leave the app and come back, the microphone button is grayed out. If I turn off WiFi or enter airplane mode while outside an app and then open the app, the button is grayed out. Once I turn WiFi back on, I can dictate again. Restarting the iPad sometimes allows me to dictate in airplane mode, but mostly I can only successfully do it once.
