ios 13.3 dictation not working without wifi or data

I have an iPhone 6S and I just updated to iOS 13.3 yesterday. In the messages app, dictation is no longer working unless I have data or wifi turned on. It worked before on iOS 12. My friend has the same phone and iOS and hers works without wifi. please help!
