Screenshot option panel is not open with CMD + Shift + 5

When I try to open the screenshot option panel with CMD + Shift + 5, the option panel does not open, and instead I get the same result as when I press CMD + Shift + 4 (Capture selected area).

I work with Catalina 10.15.1. in a Mac Book Pro Mid 2012.

On one occasion I reinstalled the OS and the options panel was activated again, but then he stopped working. I reinstalled again the OS but I couldn't make the screenshot option panel worked again.

I already went to the system preferences and verified that all keyboard shortcuts were activated for the screenshot, so that is not.

Please, I'm desperate and I don't know what else to do.

Thank you very much.

I started the Screenshot panel from the Utilies folder, and then the screenshot panel appeared on the screen. From that moment, it's starting with the shortcut CMD + Shift + 5.

I don't really know what caused the problem, but at least, thanks to you, I can have a Workarround for this situation.
