What the heck is this app and why can't I turn it off ?

A few minutes ago, I got some kind of a "allow access" pop up which I thought was legitimate because I was in the middle of performing some checks on my system. The message came up, and then this program (assuming it is from Mac) is now permanently running on my desktop. Its annoying and I want to find where I can turn it off. I don't need a microphone listening all the time, and I certainly dont need to see that it is hearing everything either.

SOLVED !!!!. I did not know that I (for some reason) enabled one of the accessibility features. I figured out how to turn it off, by going into settings/accessibility/voicecontrol/disable
