Roll in your backup.
No backups, or corrupt backups?
Load whatever the most current version might be.
Getting older installers is getting more difficult. Just using those same older versions is getting tougher, too.
Tried Option-⌘-R newest-version Recovery here, if your particular Mac supports that?
If Recovery of any sort is not working, then the paths involve another Mac, and either downloading and building a bootable USB installer on that other Mac and particularly with a Mac that is running the target version of macOS, or using Target Disk Mode and installing from another Mac, or swapping the internal storage around.
If this is a usual path that these discussions so often follows, your hardware is probably failing, and needs repair or replacement.
