Can’t access files on icloud

Running iOS 13.2.3 on an iPhone 11 Pro, I can’t access any file on iCloud.

The files appear in Files or Pages but the message is “cant open file. pages couldn’t read it. Try restoring to a previous version.

icloud download still working fine on my iPad on iOS 13.1.3

whats going on? Help please.
