recent file "couldn't be opened"

I have an iPhone 7 running iOS 13.2.3.

Five days ago, I created a document in Pages. Today, I wanted to work on it some more. The file icon has the iCloud icon in the upper right. Selecting the file results in the following error message:

The file "<filename.pages>" couldn't be opened.

Any clues as to what happened, and how I might recover the document? I tried emailing to myself, but the email comes with no attachments.

There was another thread about this a little while ago. I think the suggestion was to restart the phone. Did you try restarting?
