After my Mac is updated to the catalline, TextlnputMenuAgent often does not respond, and TextlnputMenuAgent and distnoted often occupy nearly 100% of the CPU. In this state, my computer fan is spinning fast, you can clearly hear the fan sound, at the same time, Battery power is three times or more faster than normal. This kind of thing happened many times, I wonder if there is any solution? Or if this is a cataline bug？

Welcome to Apple Support Communities. I understand that after upgrading to macOS Catalina you're seeing "TextInputMenuAgent" and "distnoted" are using a significant amount of CPU which seems to be causing your fans to run and the battery to drain faster. I can see why you'd reach out about this; I'd like to help. If you haven't already, I'd suggest using these steps:
"Quit any malfunctioning processes
To quit a process, first try quitting it normally. For example, quit Safari by switching to Safari and choosing Safari > Quit Safari.
If you can't quit a process normally, you can use Activity Monitor to force it to quit. Save any documents related to the process, then select the process in Activity Monitor and choose View > Quit Process.
If you don't recognize the name of a process, it might belong to macOS or another process that you do recognize. To see the relationships between processes, choose View > All Processes, Hierarchically. If you see that a process belongs to an app, such as Safari or Mail, quit the app before deciding whether to quit any of its processes.
To help avoid malfunctioning processes, keep your apps, plug-ins, and operating system up to date.

Thanks for answering Mrpachimari 's request. I have the same issue. Unfortunately, this response is not helpful, since the above mentioned process is frequently recurring (up to 4 times a day). It has nothing to do with Safari or any other app we could quit when not responding but only shows up in activity monitor where you have to quit it manually, which is ridiculous and a serious bug, since my machine is running on overload because of 2 background processes (!) which are very quickly draining its battery life. For example, when I work in a loud environment like a co-working space I might not hear my fan spinning out of control right away and so my Mac Book Pro is out of battery within under 1 hour (from a 100%) charge)!
To be clear, this only appears since I have upgraded to Catalina. With all due respect, I expect an Apple community specialist to read these user bug reports more carefully, as it is clear the suggested solutions have nothing to do with the actual complaint here, thank you!
I additionally propose you file a bug report to Apple (I did, but hey, I'm but a user, right?), as this is already Catalina 10.15.2 and this bug still persists, seriously affecting the Mac user experience we all paid such a premium price for.
Again, sorry for the critical tone here, but this is not the only Catalina bug and I feel it is the worst macOS since a long time.
