I have problem. I can`t downgrade my apple tv (3th gen).itunes prompts me to restore my apple tv, and then install the latest version of tv os my prefix still subscribes apple. I have a question how can I put on TV apple tv os 7.2.1.

It is prompting you to restore because the device is currently in recovery mode, if you were in the process of updating then there was interruption and it was unable to apply. You will need to connect it to your computer and restore.
It offers me to restore and upgrade to the latest version of the OS in general, but I need 7.2.1
What are you needing this specific version of Apple TV's system software for? The only thing I can think of is to jailbreak an Apple TV, which of course is inappropriate to discuss on these forums. It is also worth mentioning that Apple TV (3rd generation) never supported jailbreaking, only Apple TV (2nd generation).
It is not possible to revert to a previous version, a restore will always install the latest firmware and that is what is recommended. If you were trying to go back due to an issue then best to explain what is occurring in order to get assistance for that.
