Group messages are only working when data is on, not working on wifi

Group and MMS messages with non-iMessage users require a cellular data connection.

Being pedantic here. SMS doesn't use data at all. It uses part of the cellular voice channel. MMS requires cellular data. Group messaging is a form of MMS.

If the problem is messages to non-phone users, you need to contact your carrier.

My group text messages won’t work and I’ve tried every possible solution I’ve read - I have rebooted my iPhone, I have turned of sms messaging and made sure iMessages and mms messages are turned on, I have rebooted my phone again, I have turned off my wi-if to make sure the group text is sent through cellular data and none of these solutions have resolved the issue that all responses from the recipients of the group text remain in the group text. Not all recipients are iPhone users. Doesn’t seem to be an issue when I send to only iPhone users.

It's always where you should start when the problem is with non-iMessage users.
