Add music to your queue to play next has information about using the Up Next queue. I don't see a limit mentioned, so unless you receive an error message, you should be able to keep adding music.

There is a limit to the number of songs you can have in your music library, as shown in this article:

Turn on Sync Library with Apple Music

"You can have up to 100,000 songs in your music library. Songs that you buy from the iTunes Store don't count against this limit."

You'll also want to check the available storage on your iPhone by going to Settings > General > (Your device name) Storage.
