MBP keyboard and trackpad won't work on wake with VPN connected & timed out

I have MBP 15' 2019, not using external keyboard or mouse. Sometimes I connect to VPN, send MacBook to sleep, on wake I get a "Bluetooth Mouse or Trackpad Setup" window, while my laptop's trackpad and keyboard are not responding. After a minute the setup window is closed and everything is back to normal.

Note: the issue started appearing with macOS 10.15.

Steps to reproduce:

connect to VPN
close the laptop or enter Sleep mode, keep it off for 5+ minutes to have the VPN connection timed out on the server
wake the laptop
bluetooth setup popup appears + built-in keyboard and trackpad won't respond
after a minute VPN gets automatically disconnected (server response timeout), the setup window is closed, trackpad and keyboard start working normally

Thanks for that info and for choosing the Apple Support Communities. If I understand correctly, you are having an issue with your keyboard and trackpad on your MacBook Pro not working when on a VPN and you wake your MacBook Pro from sleep. To help isolate this, use safe mode to start up your Mac as it does the following things:

Verifies your startup disk and attempts to repair directory issues, if needed
Loads only required kernel extensions
Prevents Startup Items and Login Items from opening automatically
Disables user-installed fonts
Deletes font caches, kernel cache, and other system cache files

Log in to your user account and test the issue while in safe mode and then restart normally and test the issue again.

Use safe mode to isolate issues with your Mac

Graphics performance limited in macOS Recovery, safe mode, or Guest User mode
