Yes, from the App store I updated the OS (10.13.6 is the most current OS for my 2011 iMac) with update 2019-007. There are the current updates. This did not affect the problem:
Safari will not open. A dot appears next to the icon in the menu bar. I can right click for new windows, but no new windows are displayed. I can force quit and restart. Also restart the iMac all with no effect. Safari will not open.
Safari is updated to the most current version when you open the Mac App Store and update from there.
