You don't select text from the keyboard on the iPad. You tap on a word and it will select it. Then you can move the selection or if you tap multiple times on the same word in iPadOS 13, it will select multiple words. Then tap on the selection again, and you will get the option to Cut, Copy, Replace, and a few others I cannot remember right now. Then take the cursor to where you wish to paste and double-tap and you should get the option to select paste.
