I know iPhone 5s cannot receive the latest iOS 13 updates but I’ve just had iOS 12.4.4 security update and installed it successfully.
Does this mean that Apple are still supporting the iPhone 5s and it is still safe to use online?

Yes, it's safe to use.
Yes, they are :-)
Think also about the thousands and thousands of apps that still run on that device (and probably will be updated in the next few years).
Security is and always will be a priority for Apple.

When Apple says that your device CAN NOT support iOS 13 or later, it means that your device CAN NOT get iOS updates beyond 12.4.4., but your 5s will keep on working.

iOS 12.4.4 was released yesterday so that seems to indicate that security updates are still being issued.
