Notifications/Lockscreen not working properly after OS 13 uprade

If the iPhone 10 XR is lying flat, I can touch on a notification on the lockscreen or notification center sent from gmail or Outlook but NO options are given. There is no option to dismiss, trash, mark as read or anything. Just a tactic response, but not other options.

When I raise up the phone, there are. The iPhone then gives the options that are setup for trash, mark as read, etc.

This has been an issue since iOS 13 came along. prior to that, there were no problems.

I am running iOS 13.2.3.

Any ideas?

This is probably because when you raise your phone up, it sees your face and unlocks. You can change in your notification settings to show previews always. go to settings>notifications>show previews

Thanks, but that setting was already set to "Always"

Much appreciated, though. This literally started to happen when iOS 13 came out. I had auto updates turned OFF, but it updated anyway. Then this (along with other little things, but they have been taken care of with the minor updates Apple has made)
