Pull down notification center not working.

My pull down lock screen/notification center is not working. I've tried to restart my phone (multiple times) and swipe on just the left side. It does not work. This is incredibly infuriating, as this is a brand new phone. My only way to view notifications is by locking my phone and viewing them from the locked screen.
